Why Limit Spies To One Per City?

Obviously there are often more than one enemy spies in your city, so why not have the capacity to station more than one of your own spies there? To steal a tech the enemy spy must survive two- or more- of your spies. If he beats the first he gets promoted so a better chance to beat the other.

Also, I'd like to see promotions diversified. So you can get promoted for killing enemy spies, but that doesn't enable you to steal techs quicker. That is a different line of promotion.

Taking it one step further- more than the two promotions to allow "super" spies. And perhaps a third line of promotion for rigging elections. Get some recognition, but make promotion slower as the chance to rig comes around a lot more quickly?
