Why no highways?

I've looked around here on the forum and some are trying to get highways (one way or the other).Now I'm asking why were there no highways in the original?Civ2 had them.I mean they are very important in modern era.I would like to see it as an improvement or an worker option.I do not have any comments on what it would do or not do but still,I would like to have highways.Some of you have edited railroad to look like highways and so forth,but I want them seperatly.The sandroad that has been there since 3000BC is still there with the same sand in 2000th century.It's silly.
