Why not Aerodromes?

Now that I skimmed over that list, Neighbourhoods seem to be missing as well? Not that it is a tremendous loss, but anyway...

I guess this is because this resolution only happens before modern era, and you're "supposed" not to build those post-modern districts in medieval or renaissance era?

However the whole era system is broken so leads to this broken resolution.

I've never really paid attention to aerodome buildings; usually they're just to make some planes.

Maybe they could make it "military districts" (Encampment +Aerodome) and "entertainment" districts (Entertainment Complex + Water Park)

As a side note, it's pretty funny when people vote for Autocracy to gain a slot.

England gets a decent amount of production from them, don't they? That would make them a bit more attractive to build.

Even if you are not England you get some.

I dont think that is the only list that if off either. The luxury ban/make better one is missing one as well. gems i think. I forget what it is until i end up having it, and can trade it, but i cant make it better/ban.

I ended up just making the policy that buffs encampments, harbors + buildings construction to include aerodomes. I am experimenting with removing most of the resource requirements as well in the late game.(especially the resource upkeep)
