Not sure I have never really gotten into the modding world but from what I have read the right game code or something is yet to be released to allow the full modding tools.
I went to try and buy civ2 for a bit of nostalgia (cant find my old floppy disk!) but not available on any legal download sites, steam seems to start from 3 up
