If you want to submit games for HOF consideration, you have to either select your opponents (using only the ones accepted in the rules) or disable the DLC in your game. If you have the wonders DLC, you have to disable the three wonders so that they do not appear in the game.

This is done by altering the game via manually moving directories to defeature the game (e.g. excluding the DLC):

Just thought I'd let everyone know that you have to move the DLC's to a different directory than the installation folder (I recommend your My Games/... folder). It seems that Civ5 will search your install directory for any DLC's!
