Since we have finally got Celts, Sumer is now the only Civ IV civilization to do not be represented in DOC (with Natives). Jarkov had already done a Sumerian civilization in his former modmod Civilizations in Abundance, it was quite bugged though.
Well, it depends on which city is chosen to represent Sumer.
Uruk unfortunately can't coexist with Babilim, but Ur does (and Eridu as well). However it might stay a one-city civ. Maybe it could be merged with Elam?
My idea with Sumer would be that the Babylon spawn gets pushed back, so that Sumer spawns in the area first. If the Sumerian player is human, the Babylon spawn can be prevented by having shaky stability or better (like the Khmer and Thai situation, currently). If they are AI, Sumer would automatically collapse (like the Harappans) right before the Babylon spawn, and their city would turn into a hamlet.
