Why true start location on huge earth TSL doesn't work with some settings?

If I create a simple huge earth TSL game with Cleopatra, she starts on the Nile, ok.
If I try to select civs and city-states, she starts sometimes on the Nile, sometimes anywhere else.
And of course, the second case happens with the setup I want to play.

Any insight?

If I create a huge earth TSL game with Lady Six Sky, they start me near the coast...near the freaking coast for a civ whose bonus kit gets nothing from coasts...I wanted to start inland dammit...gave up on that map decided to go with continents and islands instead, I was still starting near the coast costing me precious deity turns to get a good inland location. After many reloads I gave up.
That's my ranting insight...sorry
