I captured a city and it won't grow past 1. It has housing available and has positive food and I built a granary. Can someone look at this screenshot and let me know what im missing. thanks.
It says it is "occupied." An "occupied" city is one that you have captured, but are still at war with the civ you took it from. Only way to remove occupied status (and resume city growth) is to make peace on terms where your enemy "cedes" the city to you, or you eliminate that civ altogether.
Thanks you are correct. I didn't know what cede meant. I thought it was just related to warmongering penalties and I typed it in civlopedia but it didn't tell me. I will have to start paying attention to that from now on
Yes I went through the same thing with Mainz. It is not really yours until it is ceded. If the AI makes peace it usually give you everything, including his kitchen sink, and cede you an occupied city.
I was at war with India, he was winning, I didn't take any city.
He offered me peace, along with everything he has except his cities.
That includes the relics he gathered from numerous apostles he spammed.
