You're right! I have maybe five cities and York already is a holy city. What happens? Guess.

It has something to do with calculation. Newest city -> Highest population -> if there's already a religion -> something like that, although there is a small amount of randomnimity (?). That's often why your first holy city isn't your capital.

Here is the formula for founding of religion:

Value=(10 + Random#(10) + Population of city) / (1 + # of religions in city)
If the city is the captal then the value is divided by 8.

So whichever city has the highest value will found the religion. Most of the time it will be your largest city without a religion.

So you can control it to some extent by whipping the cities you dont want the religion to go to, but like everything else there is a small random element.

so somehow york always has the highest value

Religion always seems to go into my second city and then maybe my third if I'm luccky enough to get a second.

It's rarely the capital unless it's founded before your second city, in accordance with the above formula.

It looks random in most cases, but I suspect the software picks the most out-of-the way cities as the seat of new religions.
