Do the white colored civs put up white flags when there is a garrison? Are they surrendering already?

They put up a white flag because white is their color. The other civs put up flags bearing whatever color they are.

But white is sometimes appropriate, considering what I did to the Celts tonight...

Now it's gonna be a tight race to see who gets nukes first -- me (Vikings), the Aztecs, or the Indians!
