It would be funny if Eleanor turned out to have the coolest features in the game. I wonder what all the haters would do.

Easy: “OMG, such OP uniques for such an obscure female quota leader” Also, there is only that much you can do with LUA, while the rest of the civ'suniques are already set in stone.

People will first and foremost question her inclusion - some will deem her “the worst” from this perspective. Power level will be just fuel to the fire.
