I know i have enough RAM, but my video card sucks.... 64 mb.... will I at least be able to play it on medium?
Will my video card be able to handle the game?

I have no idea because Firaxis hasn't yet released Civ IV's requirements. But 64 MB isn't much

Since the graphics engine is loosely based on the Pirates one the min spec should be similar:
64 MB video card (that supports DirectX 9.0c) with Hardware T&L support
One caveat - min spec usually means that the game will run, not that it'll be enjoyable. For $50 you can get a video card that pushes you way above min spec.

I would suspect that you would need to get a new video card. But then again, maybe not. As Grohan said, that info has not been released yet.
