Will the AI adjust if I make Explorers able to explore rival territory?

As most of us know, Explorers may very well be the most useless unit in the game. I want to give them a little buff to alleviate their abysmal worth-per-hammer ratio. I figured that making them able to explore rival territory could be a suitable ability. But if I do this, will the AI automatically adjust to this? Or am I never going to see an Explorer inside my territory?

As this is my first post ever in this subsection, I might as well grab the opportunity to say that you modders are an awesome bunch, and you breathe new life in to this game even 12 years after the initial release. It's incredible what you are able to do on a hobby basis.
 
I'm not really knowledgeable about how the exploration AI works, but I'm stronly assuming that it will. The AI will likely try to explore all territory that is accessible to the unit, and with rival territory that will include other civ's territory. The AI likes to explore your territory after you have open borders with them after all, and I don't think there is any effective difference for the unit AI which rule allows them to enter your borders.
