I just discovered this, and then used it in an OCC game, at least for a little.
If you go from WLTKD to civil disorder, your city will still have the effects of WLTKD (in the non-representative gov'ts... sorry, not in republic or democracy). That is, you will still have increased production and food, and occasionally arrows. Of course, the production is negated by civil disorder, as is any tax that city generates, and you start losing money from building maintenance...
But if you've got a granary and fish/irrigated grasslands, you can grow every five turns if you want, and you still generate research. Set science to 100% and research monarchy, and even though you are in disorder your science rate will instantly double (well, nearly, unless you have a goldmine or lots of fish).
Has anyone else noticed this? Tried to use it?
