Wonder construction chance

Please help me to clarify something: In Civilopedia each leader is shown with a specific Wonder construction chance in %. Does it mean that if a leader is shown with 0% chance (for example Sitting Bull) he will never build any wonder in whole game, or there is still a small chance?

It is not a percentage. According to the Modiki

So what does (0 less likely) actually means? Does it leave any chance for a wonder to be build with that AI leader?

Who knows. Yes they will build a wonder just less often than leaders which have a higher value. It is one of those areas of uncertainty and doubt needed to make the game nondeterministic so that you don't know if you will win or not before you settle your first city.

It's probably more of a modifier to how likely it is. Wonders, however, in almost all cases, are rather powerful and thus desirable buildings to build and analyze as such. So even leaders with a 0 here would probably have a fair likelihood of building a strong wonder, just may more likely overlook the less powerful ones.
