Worker assignment question

Earlier this morning (or afternoon, whatever) I was playing GOTM 118. I built a new city. Much to my suprise, the worker was assigned in a whale square that was already used by another city! It did not removed the 1st worker, so I have 2 workers, from different cities, working the same square, just like there was 2 different whales at different locations. I tried switching the workers, but it will still not recognize that this whale is ''taken''

The two cities were placed a way that left one city at (1, 37) and the other at (195, 35) That means that if a unit would go from one city to another, it would have to cross the median line. Is that the thing that causes my problem or is it a glitch?

I use Classic 2.42 btw.

Prof. Garfield is right as usual. This is not a glitch; it happens all the time. When planting cities around x=0 line I try to take maximum advantage of this.

How can that not be a glitch? Doesn't sound like something they programmed on purpose.
 
You are right, in that sense it is. What I meant was that it happens with consistency in all versions. Either they did not see this or were too lazy to program around it.
