This isn't a bug, but it's a gripe I had with Civ3. Workers with Civ4 seem "smarter". However, they still have some problems.
With Civ3, it seemed like they had a preference... for example, given a field of grassland, they'll do a grid of mines alternating with a irrigation.
In Civ 4, I'm not sure yet if they will do a grid, but nevertheless they still have some kind of thing going on.
Bottom line is, I've tried Civ4 games with them fully automated, and with me managing them and turning automation on mid-game. What I've observed happening with the latter is one worker hopping over to turn an irrigated tile to a cottage, and another worker in the very next tile turning a town into irrigation. Net result: no change, except my town is now a cottage.

So far what i've found best is to manually work em at first then automate after you got your main stuff done how you like it
