This isn't a bug, but it's a gripe I had with Civ3. Workers with Civ4 seem "smarter". However, they still have some problems.

With Civ3, it seemed like they had a preference... for example, given a field of grassland, they'll do a grid of mines alternating with a irrigation.

In Civ 4, I'm not sure yet if they will do a grid, but nevertheless they still have some kind of thing going on.

Bottom line is, I've tried Civ4 games with them fully automated, and with me managing them and turning automation on mid-game. What I've observed happening with the latter is one worker hopping over to turn an irrigated tile to a cottage, and another worker in the very next tile turning a town into irrigation. Net result: no change, except my town is now a cottage. :sad:

if you go under options theres an option for 'automated workers leave improvements' so they wont mess with anything already done. That was one of the first things I changed in my setup ;) So far what i've found best is to manually work em at first then automate after you got your main stuff done how you like it :)
 
I put down farms for some fast inital growth. I then automated them and the first thing they did was tear them up. Even if the farm isn't ideal, the AI should see that there are unmodified tiles. Putting a cottage on a blank tile is way better than ripping up the farm for a cottage. After they were automated for a while I could find maybe one farm per city. Seems to me that at the early stages they would go a bunch of farms and a bunch of cottages, then the town can select either tile each turn. Guess I will have to click that check box as well. I was just hoping they wouldn't touch my changes until they ran out of unmodified tiles. Eventually I would like to have old improvements changed...just not the turn after I threw them down.
 
automated workers leave improvements' handy but still dumb! if you get new research, showing you uranium ie, and you need another improvment to get that resource, your workers wont do it! which is my only concearn with the automated, the rest they do pretty well..so there should be an option:"except for resources"
