worker dogpile partially fixed in 1.29f

Rather than letting you put unlimited workers into a city it looks like a city is limited to 255 people. Still exploitable, but not quite as abusive.

What was the point of putting so many people in a city ? Didn't they just die of starvation ?

Oh yes they did but only ONE citizen per turn, while there is no limit for number of workers/settlers added to city in one turn. This is one of the most popular tricks many players use for bumping their score. Obvious exploit.
