Worker Trouble

It seems that workers need too much micromanagement. I may be missing a command but there doesn't seem to be a way to get workers to link cities with railroads. I can get them to do it with regular roads (click build road and then right click on target city) but this doesn't work with railroads. Any thoughts? They also seem to put themselves to sleep without improving the whole map. I'm constantly going into cities, waking up workers and manually making them put RR on tiles.

All though i haven't tested this with rail roads you could automate a few on build trade network. I find this works very well with roads and the last few games i played they ploped down railroads soon enough as well.

This has only happened to me when I select "Improve Nearest City". Once I selected "Automated Improvement", they wake up and run to the nearest tile they can improve. Also check to make sure you don't have the "Will not change existing improvements" selected.

All my workers are always working.
