Anyone, I believe, is happy to steal a good old worker or a couple from a neighbor. What about me, I like build only those ones who is needed to bring a bronze asap. The question is how to steal MANY workers? To steal the first one, basically you need only woodsman I-II warrior, who should be upgraded to axeman as soon as you've copper. after that he is able to capture the worker even on higher levels when they are walking with archer. If your axeman is lucky enough, he is going to be your supermedic later. having this axeman (warrior is enough for monarch), choose the nearest AI and start warring, stealing workers and pillaging (strategic resources first). If you prioritize BW research and find copper, it will work in 90% cases (at least on monarch & emperor).
All the above is clear for good player. The question is how to steal not one worker but many. If you make peace and redeclare war later, you will get diplomacy problems with other AIs. if you continue war and fortify you axeman, AI will build tons of archers. Here are few tricks.
Trick #1 - never make peace with your prey. If you do so, you will need to redeclare war later and, most probably, you will have unneeded diplomatic penalty with others.
Trick #2 - never fortify your woodsman unit near AI cities. If you do so, AI will start build archers like crazy, but you need workers and settlers, not archers. Just keep your unit moving and checking other cities of this AI. Then AI, whose resources were pillaged, will build workers. Actually a lot. I think there is mistake in AI intellect. If there is no axeman near the city, he thinks the city is safe and starts building worker because there are resources (which you'd already pillaged).
Trick #3 - if AI had managed to establish 3-4 cities when this little affair is started, perhaps one woodsman is not enough to keep all the cities under full control, make it 2.
Trick #4 - control your workers cost. One day, you are going to steal them so many, that it will be better to kill them after you capture them immediately. If you choose different option and invest in some immediate improvements, make sure your investments are going to be returned.
Trick #5 (actually exploit) - after you've construction (= catapults), you will have an ability to generate great generals as many as you want. Check "military points factory" thread if you're interested - http://forums.civfanatics.com/showthread.php?t=238736 .
