Agreed. I wonder if some techs (like nitro, plow, etc...) could reduce the time cost of the aasociated improvement instead of improving the worker as a whole? I.e. plow reduces time to build a farm but nothing else?

That was the intent at one stage but I don't know how far that idea got. The tag I am referring to is the general one.
