World Builder

Okay I literally just got the game, was flipping through the highlights so to speak and I happened to notice it had a "World Builder" feature. Or so says the manual. Well imagine my suprise when no Civ III style program greets me. I can't seem to find this phantom World Builder they're mentioning. Can anyone help?

Start a new game, hit Escape for the menu, and choose Enter Worldbuilder.
