I see, so you aren't warring yourself too large, but rather just large enough to be first in pop, thus being gauranteed to be in the vote and relying on actual diplomacy.

The copper was roaded and mined (Thank You, Kublai! :D ) and I guess the coast and Sailing did the rest of the connection. There may also need to be a city that you are at peace with, at least (I don't think I had OB with either Kublai or MehmedII, so maybe that isn't necessary). I seem to recall an earlier game where my culture crossed to an adjacent land with a resource that was actually in my fat cross; I roaded it and mined it, but didn't gain access, so I think a city on that coast (or a river) is necessary.
Yes, I think you are right, based on what I learned in this game. Looked back at my summary near beginning of thread and you'll see I founded my York early & way in the south, straight south of capital but 3 squares off coast, on river. Within just one or two turns after I did that, Monty and ramses both plopped cities on the coast. this was way befeor writing so open borders were not even an issue. I got the "congratulations you've connect your first city to your capital" msg right after Ramses founded his city at the mouth of the river, I recall (but i could be wrong). So I think having the non-open-bordered Ramses city actually helped me connect things?
