Turn 2 and Washington has proceeded to call my armies weak. Maybe it's because I'm playing Hiawartha and he knows how things go down in the future.

I don't understand why they say that, though. I go to my military advisor and he says my army is bigger... I bet Washington will just mass warriors anyways.

Depends on the difficulty. If you play on, for example, Deity then the AI will start with:

1.Two settlers
2.Two workers
3.Two warriors
4.One scout.
 
So heres a little followup on how that game is going.

I'm on the bottom of a continent with Elizabeth on top and Washington in the middle. Keep in mind that I am playing as the Iroquois. A few turns in I see that Washington has sent a settler down close to my capital and I ask him to not settle near me. He refuses so I declare war and capture the settler, killing it's guard as well. It's around this time I see England sneaking a settler ALL THE WAY DOWN to my end of the continent. Totally crazy but for some reason the AI will sometimes settle so far away from its capital. I ask Elizabeth not to settle near me and she agrees, but the settler keeps moving toward my capital. Next time I talk to her she calls me a brute so I declare war and destroy the city she just erected beside my capital. I was actually healing units inside my own borders while assaulting the city.

TLDR; America and England are aggressively trying to settle my lands as I play Hiawartha.
