What it does:

tech ideas... not so much the tech tree is going the change a bit, but id rather limit the number of civ unique techs we have. theres already too many as there is.

hmm... ever thought about race specific tech quotes?

ok it would be alot of work.... but might be fun to read?

so you will have quotes from empire people for techs when you play as empire.
and that orkish language for techquotes when you play as ork.

this could lead to replayability... maybe some would like to see what the lizards think about brewery... atleast i think they might think diffrently then the dwarfs about brewing.
