xml problem

my computer runs on amd athlon 1700 with 512 ram and a 128mb nvidia geforce fx 5200 and use windows xp with service pack 2. I`ve just installed the new civ4 and clicked to start running the program the first screen which came up started checking devices when it read "checking xml" which it does for about ten seconds before closing the page and leaves me not being able to run the game! I`ve checked my computer meets the system requirements and have downloaded the latests drivers from nvidia. any help on this matter would be much appreciated so i can finally get round to enjoying the latest installment of civilization.

Load the Firaxis Patch 1.09

When done (or if done already), and you still get it, go here (xml parse error)
