Got a PM from someone saying they were banned. I didn't think you could PM if you were banned...

It happened to me when I was banned for a day (my only infraction ever). I wasn't able to post or anything, but I was able to browse forums and send and receive PM's. Luckily, it was only a minor infraction and lasted about a little less than a day.
Yes, you can send/receive PM's when you are banned.

I actually may do that today. 
We have other levels of restriction where people are not allowed to send/receive PM's and we can even restrict the forums that they can view.

I was able to PM during my three-day ban about two months ago. They generally allow you to PM during ordinary bans, though perm-banned users usually can't.
