It kind of looks like a Muslim city to me (don't think I'm racist).

Well, if that building is the Hagia Sophia than it probably is a Muslim city(it also has minarets), Istanbul. The thing is, to me it just looks distinctly different from the Hagia Sophia. It's probably a culture victory screen (civ specific maybe?).
