I defied an Apolistic vote to end war and in a few of my cities I received a +5 (angry face) rating because "The world considers you a tyrant." Did defying the vote result in this penalty? If not how can I avoid it in the future? When will the penalty go away?

i'm a new civ player and was curious how often others found cities in the blue circle. i usually always do, unless it's one tile away from a river or ocean. so do you follow the blue circle or ignore it?

what do you think are the changes being made in the new patch?

i just want to add a few songs into the current mix in civ 4. i added three into the modern folder under My Games > Civ 4 > Custom Assets > Sounds > Soundtrack. i just got done playing the modern era and never heard the songs. did i do this right?
