No, I've never heard of him. In fact, I'm surprised he never even was mentioned in my old issues of The American Conservative (which I need to resubscribe to). I'm a little not sure about the emphasis he places on technology in his philosophy. It seems to be dangerously close to trans-humanist/singularity/Roddenberry-esque beliefs that technology is the cause/means of social revolution. That always seemed to be an ultimately an idea favoring the world-as-it-is because it would mean that until we have workable wind-power/enhanced intelligence/replicators.
The other problem that strikes me is the emphasis he places on decentralization of populations. I've found in my (admittedly biased samples) that face-to-face democracy is more practical in urban centers then in rural areas. That said, I find I probably agree with him on more things then I disagree with him on.
