    This is the simplest of my civics mods, where I've expanded the number of civics per category to 7, & have tried to balance the civics within each category to reduce any sense of inevitability. The Civics categories remain the same:

    Please note that this is only a very early Beta version. I realise people may not be happy with the bonuses or penalties which I've assigned to certain civics. If this is the case, please let me know what you prefer & I will consider making changes for later versions. I definitely need the help of you-the public-to make this the best mod possible.
