For much of the second half of the Cold War, the Central American republic of Panama was ruled from the shadows by a brutal and effective spymaster and smuggler known as Manuel Noriega. From slum orphan to dictator, Noriega's rags-to-riches rise was fueled by double-dealing, backstabbing and avaricious amorality; he was known to play off all sides against each other for his own gain - and, ostensibly, Panama's. His underhanded and shadowy deals helped fuel immense wealth, solidifying his role in the region for decades.
