1.0.0.110 Australia Team Multiplayer Tech Boost

In the patch notes for the Australian Summer update, it states "When one teammate finishes research on a tech or civic, their teammate(s) receive a boost for that tech or civic." We tried this in hotseat multiplayer several times and there was no tech boost for the teammate once research was completed by the other member of the team.
 
How far into tech tree did you research. The boost only applies to tech with a a eureka/inspiration tag on them, and you don't get it if you had already gotten the eureka/inspiration boost.

We got through all of the techs in the Ancient era and about half-way through the Classical. We tried this through 5 different games just to make sure. We only ever got eureka/inspiration through normal in-game ways (tribal villages and fulfilling the standard condition for the boost [i.e. "Build a Quarry"]. We never once had a pop from our teammate finishing research that we didn't have a boost to.
We had a few mods at one time but they have been removed since this newest patch; only what has been released by Firaxis is active and the only DLC we own is the free Aztec one.
 
I played hotseat as Australia and this worked fine I thought.
 
We think that that may be our problem. The patch may require the Australia DLC to allow for the research bonuses. That would suck though if that was designed that way, where you have to buy something to have proper game mechanics.
