[1.0.0.38] Spy mission outcome can change in one turn (maybe not bug but just exploit spoiler)

I admit I tryed to achieve this but I write this down cause as far as I believe odds should normally be unchangeable this way.
Chance for success was ~78% but it failed. Reloading 1 turn before outcome seems not to change that (maybe I didn't try enough yet I believe this should be so), add doing other stuff (like moving units differently, trading with that leader, but again maybe I didn't tryed enough) seems also not to change that, but...
Spoiler :
Establishing an embassy with a civilization 1 turn before a failure outcome of a spy mission did change that outcome to success.
