Transporting treasure resources requires a settlement to grab the resource while also having a Fishing Quay, as there are no ways to 'transport' the resource from one settlement or another. As such, a treasure resource should never spawn more than 6 tiles away from a coastal or navigable river tile (just barely allowing a city to grab both if it's in the precise right spot), as it would be literally useless - and I'd argue a limit of 5 tiles would probably be better. And yet, that happens. See also here for more detail. The highlighted Spice is located 7 tiles away from the closest Navigable Rivers, and there is no way for a Navigable River to make it's way into the few remaining tiles of Fog of War (this was proven 100% by some more exploration).
As a side note, there is tutorial text that notes that if you make an alliance with an AI leader in Distant Lands, you can get treasure fleets through an endeavour. This functionality does not exist in-game, however.
