[1.0.7.9 to 1.0.11.16] Declining a friendship declaration fails

I can confirm this for 1.0.11.16. Attached is a save where ending the turn bring you two friendship offers from Norway and the Khmer. Decline them just and you will still become friends.

There is though a workaround: If you tell them to never ask for friendship again, you don't become friends (my gut feeling is that this bug somehow got introduced by adding this functionality)
