I am playing on a huge map, regent level 1270 AD with lots of settlements. I have just built two new settlements in conquered territory. They are connected by road and 2 spaces away from a RR. When moving a unit into my road system towards the settlement, it acts as if it is in foreign territory ie. it moves one space rather than 3.
