I played a one city challenge on a crowded small map (18 civs). I eventually formed a permanent alliance with my neighbor, Isabella. After this, we seem to be discovering techs at the consistent rate of one tech per turn. Seems like Isabella got some sort of crazy research overflow or something when we allied (she was less advanced than me at the time). Inspecting her cities shows that there's no way she should be researching this fast.
This bugs me, as it made my winning move of forging a permanent alliance a bit "too winning"
Steps to reproduce:
1. Load the attached save game.
2. Hit next turn.
3. Observe that we've now discovered electricity. (The great scientist Ernest Rutherford is still there in Madrid, so he's not to blame).
At the point of the save game, I already discovered 3-4 techs in the 3-4 turns since we forged a permanent alliance.
