1.61 Cities never grow

Hi all,

After installing the latest patch and taking my Civ4 ver to 1.61 cities don't grow - ever. If I load a previous save or if I start a fresh game after the first interaction with any city the grow bar disappears.

Inside the city stats screen no matter how much population is in a city the growth bar always displays 0/22 food.

Any ideas?

If this has already been reported please forgive me but a quick search on this forum didn't turn anything up (that I could find).
