[146] Odd behaviour of Trade Opportunities tab and diplomacy window

You can see the odd behaviour in this video:

As you can see, when clicking on propose open borders (for both sides) a research agreement appears, even when Elizabeth has no money to do it.

If you go directly to the diplomacy window with Elizabeth without entering the Trade Opportunities tab, when proposing open borders for both sides Elizabeth simply rejects the deal (she has denounced me).

I've also attached a savegame and the lua.log file.

EDIT: removed the attached files because the bug is in Civ 5 core. Also deleted the reference to another post I've erased.

This appears to be an unfixable vanilla bug. What I do is:

deal:AddOpenBorders(fromPlayerID, dealDuration)
deal:AddOpenBorders(toPlayerID, dealDuration)
UI.DoEqualizeDealWithHuman()

AddOpenBorders and DoEqualizeDealWithHuman are both vanilla functions in the inaccessible game core, and I know of no other way to set up a trade deal.
