147.4 Starting Tech option

I placed my city and it didn't ask me to pick my tech until the next turn. Is this a bug? It always use to ask me on the turn I place my city.

This happens with policies sometimes as well. The top bar shows 0 turns, but the notification doesn't come up. You can still pick a new policy as normal, it just won't prompt you to until next turn.

It's probably a bug, in that it's never happened before, and happens often now. It seems as if you lose that initial turn of research - but I think it somehow makes up for it the next turn (when you actually select one). That's unverified, by the way.

The policy/tech notifications are displayed by the game core, so we can't fix this bug directly. I've tried various workarounds over the months without finding anything that works 100% of the time.
