148.6: Chopping down forest Tooltip

If you put a worker on a tile with forest and tell him to build a farm. The tool tip for the farm is always lower then just chopping down the forest. Is this correct or is it a mistake?

Noticed that the scientific revolution under enlightenment doesn't give the 15% bonus... Sorry if I had to make a new post but I am lazy.

Scratch that that last post. I reloaded my auto save before I got that policy and when i got it did changed the top number. I didn't even realize the top number was there at first.
