24 civs in MP?

I'm very sorry if this is in a FAQ somewhere but I've had trouble finding the answer:

I have a fully patched PTW and I want to start a game with 2 humans and more than 6 computer players. However, when I go to Multiplayer and start up a game, the screen only accomodates 8 players, even on a huge map. How does one set up >8 players in MP?

You can't. Not really sure why they didn't allow it, but it's most likely due to multiplayer speed issues.

In the worst case scenario (say each player had a 56k modem), you'd have a packet going to 23 other computers. That's going to slow things down. Even with PBEM, say each person takes an hour to play and send the save. At the start, it's 2 days at the most (if you're lucky). Towards the end, you could be spending a week to maybe even a month for 1 turn.

Just to be clear, I wanted to play with 2 humans and 22 computer players....
