2nd UU & 2nd UB

I would welcome Germany to have the UU Landsknecht and UB Rathaus.

The Landsknecht is way too overpowered with 100% against meele units, i would give them only 10% or 25% or 50%, but certainly not more.

Rathaus could be tuned down a little too, so it can have only additional 5% or 10% or 15% maintenance cost instead of additional 25%.

Anyway it would be nice to have these unique building and unit even without additional bonuses just for fun

The Germans already have the Landsknecht and Rathaus as 2nd UU and UB.

I got hrochland to work on a few native american buildings. His mayan stele is especially good.

I like it.
