3.12.1 gifted city bugs

Was in a war with holland and they gave me a city in a peace deal.
It was a nice city so i decided to keep it.
I didnt notice for a while because it was a puppet city for the first 30 turns and even after occupying it i didnt notice but after a while i started to wonder why its production was so low and why it wasnt growing.

Somehow the city tile itself (3f 4p 1g 1c) isnt being used.

This is/was a vanilla bug.

But. Supposedly it was fixed a while ago in patching?

Been a while since I've taken a city in a peace deal I guess. Usually pillaging or conquering..

Either way, it's a vanilla bug then.
