Would that not mean I can proclaim that Liverpool or Belfast are capitals in sign up only to actually reveal that I was the Isle of Man all along? Or somehow claim I has three capitals?

you have an overseas province relative to your position on the capital you can claim inland provinces as if they were attached, through an overseas province.
By de facto closeness of the Isles and the status of the Imperium as a sea power, as well as the network linkages between the Isle of Man, Ireland and Great Britain, it can be stated the 10 claims can in RP notion be assessed in such notions that the 9 additional claimants are connected to the Isle of Man through the usages of Liverpool and Belfast as local administrative agencies.
Note: I am prepared to conduct a review but I just thinking that the forcing of reduced claims means in the end I will be forced to have 5.5 claims. Would it be considering to say this is rounded to 5 claims? And can a balance be set to ensure I have the same amount of claims as other players in realization that such policy of overseas is handicapping my power at the start, behind that of all other players? Should not all powers start with the same amount of claims in turn 0, which my power by your notion will not be able to due to the "power=Amount of provinces/2, rounded DOWN?"
I am asking because by your dictation I will have to change my nation plan, meaning the Imperium of Man may not be appearing in 5minIOT3... which is a shame, although I could find another power to play as.
