6.5 BUG: Desert Power lost on Upgrade

Playing as Harun al-Rashid (Arabia) with TBC 6.5. The 'desert power' (normal movement on deserts) promotion that all Arabian units get is not retained on upgrade, neither upgrades through money nor free upgrades through huts. This is presumably unintended.

EDIT: also, there is some sort of bug with arabian units getting free promotions sometimes - I have noticed it after getting goody huts, and some other times.
