I'm not sure the game is calculating ranged combat strengths correctly - which could be the mod or it's always been this way and I never noticed.
Attached are two screenshots. In the one labelled "City v Catapult," my city has a strength of 9.2. The catapult, on the other hand, has a defensive strength of 16.25 with absolutely no modifiers. Huh? Its ranged strength is only 13. How does a wounded catapult get a strength of 16.25?
Referring to the Civilopedia (sigh - that might be my first mistake right there), in ranged combat, a defending unit's strength is equal to its combat strength - which, for a catapult, is only 4. How does 4 turn into 16.25 with no modifiers?
Now, look at the screenshot "Archer v Catapult," where the catapult has a modifier, in my favor: -50% Bonus VS Domain (presumably from the catpult's inherent "Demolish" promotion penalty vs a land unit). With this modifier, the catapult has a defensive strength of 10. That means it would have a strength of 20 if not for the domain penalty - hard to scratch with an archer's measly (unmodified) attack of 7.
Has it always worked this way, and I've just never paid attention? Because it seems like if ranged units actually defended with their combat strength, you could stick a single blindfolded soldier, a handgun, and a bottle of whisky in any city, and he'd fend off every archer, catapult, and rocket artillery within two hexes - without even reaching for the handgun.
