Yes I cna confirm that 2 UPT mod is for AI natural change. They stack their units, and what's more, they do not go crazy whne your unit stands in narrow passage, bacause they can move to the other side through your unit (i not at war with you of course).

After some more testing (on Emperor), I can confirm that in my opinion 2UPT is not balanced.
- It makes flanking much more powerful.
By extension, it also makes the flanking promotions (Shock on land, don't remember the name for melee naval units) twice as good, i.e. too good.
The AI doesn't use that well: they don't concentrate critical masses of units to attack or defend.

- The AI does stack their units, but not all the time, and not in a coordinated way.
Which makes sense since the AI would need specific tweaking to account for 2UPT.

Another tactic that makes sense is to stack melee units with units with weaker defense (ranged) to protect them while letting them attack the enemy more easily. The AI doesn't do this either.

Mind you, it's still fun to use, but it increases the advantage the player has over the AI - I think it needs to be said.
 
@Omen of Peace Yeah, you're right about that. Remember that with VP AI is doing a lot better than in vanilla where it would send 2 units on sure death at war. But I personally I met situation when with MUCfVP mod new ultra defensive babilonian units (Sabum Kibitum) created a wall, mixed with horsemen and one catapult in early game. For me at that time, it was unbeatable formation and I lost. But, if someone does the tweak it would be awesome.
 
Some losses make you smile anyway ("darned AI !").

By the way, a bug report I forgot: the Dreadnought - the ship inserted between Cruiser and Battleship by I don't know which modmod (it's not in VP) - has range 1 only, instead of 2. That makes it really awkward.
